It's that more often than not these lists are maintained by, well, quite frankly, crazy people

They'll find something "they" find questionable in another instance and often harass an admin to do something about it, if they don't, the whole thing is blocked despite it being often just a couples of edgy users or nothing more. And well, I wouldn't be surprised if they block without asking either
