I think it stinks for a number of reason. The only upside I can think that might out of the law is to curb impulse purchases.
For starters, the law will ban breeders from selling more than nine animals a year. It's common for large breeds to have litters of 10-15 puppies. What does anyone think will happen to the excess puppies?

And uninformed. In 2013, a study of 90,000 purebred and mixed-breed dogs at the U. of California, Davis found that mixed breeds don’t always have an advantage regarding inherited canine disorders.Dysplasia is one of them.
You use a very broad brush to paint all breeders. No one despises a substandard breeder more than the breeder doing it right: Health tests, socializing at critical periods, making sure

that the right people end up with their breed because some breeds shouldn't be with people. Lousy breeders don't do any of that.
And before you fall off your virtuous throne, the rescue world has a lot to answer for. There is big $$ in importing dogs in obscene numbers, & they have brought diseases into the US that haven't been seen in 75 years.
