It was a rhetorical question… and a joke. Even in the series it's used as a rather awkward way to start a conversation with the main character who is supposed to be a total stranger to this girl, but in fact isn't — she's jealous over a girl she was into, who started dating the MC and she dislikes him initially, but in the end they become friends.
Don't waste your time following Russian politics, it's always safe to assume that it's fscked up 😅
