my usb mouse works after telling windows 98 to use generic usb interface drivers but my usb flash drive doesn't :cry:

AFAIR, Windows 98 doesn't support mass storage class at all, en.wikipedia.org/wiki/Windows_

I do remember that you still could install something for it to work, there are links to some generic drivers here: retrocomputing.stackexchange.c
But you still have to transfer them to the machine somehow. And it still doesn't work as good as it does in later Windows releases, e.g. there is no tray icon to unmount and remove the USB drive.

@m0xee the machine boots 32 bit alpine livecd just fine, I have an SD card with drivers directory

I will probably just install windows 2000 instead though

Yeah, makes sense. Windows 98 is dated in more ways than you usually expect 😆
