Finland’s president says it’s time for Ukrainian & Russian negotiators to sit down again. Stubb reasons that the “principle of reality” requires inviting Moscow to the next summit. Also, he says Russian withdrawal from Ukraine shouldn’t be a precondition. https://www.lemonde.fr/international/article/2024/07/27/alexander-stubb-president-finlandais-a-propos-de-la-guerre-en-ukraine-nous-arrivons-a-un-point-ou-les-negociations-doivent-commencer_6259403_3210.html

The main question is, what makes all these "negotiators" think that this time Russia would honour any agreements reached? Do they have any leverage to enforce the compliance if it doesn't? If they don't, it's just surrender and cessation of territory, and if they do, why don't they use it now to make the war stop?
