This is pretty pathetic. Kommersant ran a front-page ad today posing as an open letter from France addressed to Russians, expressing gratitude for the Soviet war victory and regret that it took this long to say thanks. Small print identifies the ad as a "private initiative."
Was it marked "foreign agent"?

I think I might know a certain blonde woman who likes to speak on behalf of people of France and who might want to thank Russians for sponsoring her party out of their pockets. Involuntarily — yes, but who ever asked these Russians about such things… 😏
So no — to answer your question, she can't be considered a "foreign agent" because ultimately it was paid for with Russian money 😂
