@rvps2001 It was a running joke in the russophone political Twitter that European bureaucrats are like Ents of Lord of the Rings — it takes fscking ages for them to realize something, but once they do, they might actually do something that matters. PACE is hardly the most important and influential enough body, but let us still hope that it is a good sign.
