@don@liberdon.com I might be wrong about that but I've always thought of US National Guard as having dual chain of command so they are somehow still local to the state they reside in. And of course they might get deployed to reinforce riot cops, but they are still primarily army reserves.

@don@liberdon.com In Russia they don't report to governors in any way, they have the same centralized chain of command, they were reformed from what was known as Internal Troops when Putin started cracking down on street protests. They are exclusively used for crowd control, but are more on par with the army equipment-wise, I think they even have tanks, just not enough to stop the column that was moving towards Moscow this time.
