What they do to children is horrible! But not that torture chambers were illegal before. Russian prisons are exactly that. Last year Russian human rights activist Vladimir Osechkin leaked gigabytes of videos of rape and torture taking place in Russian prisons: reuters.com/world/russia-adds-
