I know now why #Time zones are hard.

Saying "let's meet at 14:00 Berlin time" doesn't mean "let's meet in 234535 seconds from now".

It means "let's meet at the time specified as 14:00 by my local government" (which ends up 234535 seconds from now if the government doesn't change anything).

Statements about local clock time include an implicit reference to the decisions of an unpredictable local authority.

Except #UTC . That authority is global.
