Switch "The Rich" for any other group of people and it becomes "hate speech."
Why is it ok to hate people based upon the amount of money they have?
The other "groups of people" are protected because their "grouping" is based on (usually) immutable characteristics, often determined at birth, that they are marginalized for, usually by dominant majorities.
The rich are not immutably so - they make a series of choices to exploit others and extract value from workers and the environment, or else to hold and maintain their inheritance of stolen wages.
The rich are (unfortunately) not at the margins, powerless - see the push back from them at even the most milquetoast union or regulation efforts.

Replacing “rich” with “serial killers” in this meme makes more sense than a minority group.

It's always been acceptable to discriminate based on wealth: landlords, grocery stores, hospitals, courts/jails, and universities frequently discriminate against people based on how much money they have.
Discriminatory access to shelter, food, healthcare, legal rights, and education is much more damaging than being the target of an edgy joke on a piece of graffiti.
