Can there be echo chambers on the Fediverse?
Absolutely 
Here's 3 types:
- Instance enabled echo chamber
- Personal following enabled echo chamber
- Personal blocklist enabled echo chamber
All of these tools serve a normal purpose, and therefore cannot easily be changed.
It's how you use them that causes the problem. Be cognisent of that.

I was thinking about this very thing this morning. The fediverse, by design, is very resistant to censorship. However, with block lists and blocking servers that don't block other servers, the fediverse is very susceptible to forming echo chambers.
