Question: if the trend continues in this rate, Mastodon might soon become a VLOP under EU rules. But, Mastodon is decentralized, doesn’t have a tech bro behind the helm and its servers are run by a bunch of volunteers. How is the DSA going to accommodate this?

@kkomaitis Since Mastodon is just software, it doesn't seem like it would qualify as a VLOP. I guess specific server operators running Mastodon might eventually qualify as a VLOP, but given Mastodon software only scales vertically at the moment, that's a ways off.

@jeremiahlee @kkomaitis agreed... it's no more a VLOP than "email" in general is. It's a set of networked protocols and the providers of access can be large or small.

@aramsinn @jeremiahlee @kkomaitis I agree this is the interpretation that should apply, but we'd be well served collectively spending some time with the Commission to educate (CC'ing @mathver ). Separate moderation functions is a key differentiation relevant to the rules, I'd say.
