It’s a joke. Riffing on the current right wing anathema toward any notion of mitigating student debt in particular and thereby any debt in general, except for Republican owned companies who got Covid-relief loans excused, for instance, and the stereotypical right wing Christian evangelical insistence on a literal interpretation of the parts of the Bible that they think suit their politics. So, no, I have no chapter and verse to quote.
