But when you say something publicly like that, about a certain person, that seems like bullying.

As long as your target is a company, or an organization, or a phenomenon, a thing, whatever, there is no problem. But when it's a person, that is different.

If you want to say things about individuals, focus on saying positive things about people you like, instead of being negative about a specific person.
