Yes, but not proof of copied code. That's just FUD of somebody who "glanced at the ReactOS code tree".

As @Conan_Kudo put it:
"ReactOS has already gone through a full audit. There was nothing to substantiate those claims. As it turns out, if you're doing reverse engineering properly, you usually wind up implementing similar code, because you're re-implementing behavior."

Yes, I know their code is fully clean and honest, which makes these claims nothing more than words.

Yet Microsoft (who "loves open source") has a wide team of lawyers who might not put ReactOS devs in a position of full equality.
