If it was up to me, I'd use nothing but FOSS, but the gamedev industry expects you to use other tools aswell. BTW: Thankfully Substance feels a lot less like an Adobe product than Photoshop for example. They bought Allegorhytmic, and didn't gut out all of their character from the software just yet. Though it angers me to read "by Adobe" on it, when Adobe just bought the whole thing.
