Could you give me examples of software or ecosystems intended for end-users that is
- developed by a community
- where no member of the community dominates the process
-under a F/OSS license
- is not a component like the linux kernel or a database like postgres, but a geniune application that end-users can conceptualize as "using"
- has measureable real-world use?

Only some linux distributions come to my mind, what am I missing?

@szbalint is actually fairly close to this. The creator is responsible for pushing new releases but large parts of new development is driven by community members who just open pull requests.

The actual membership of the development team is very loose with no internal communication channels or meetings.
