If you think bureaucracy is a swear word, you might want to consider whether or not you're actually talking about ease of access to and readability of documents/info in your situation.

Bureaucracies match the cultures they live in. If you're dealing with one that is inherently pro-citizen/client/customer, count your blessings. If you're dealing with a fine print, grift, or rent seeking culture; you're going to have a bad time. Why? Your lack of ease of access/comprehension is a point-of-sale.
