Do they realize that the default, expected outcome when you no longer need #NAT and have a virtually unlimited address space, is to just assign every new device a fixed address for life?
Why manage complex mutable DHCP state, when you can just deploy redundant, stateless, fixed algorithmic address allocation?
@rah I'm not the first to notice the problem, and yes there are technical mitigations. Whether ISPs use them or not is up to them. They may well have motives not to.
Would their users notice? Probably not.
