@whitequark the threat of law is often more effective then law itself, their exist no certainty that the sanctions this is referring to will ever be written to law.

@crzwdjk @whitequark how is that related? Sanction evasion is only one possible reason, and arguably not even the most likely. More importantly that traders in foreign country takes advantage of regulatory arbitrage is if anything prof that sanctions are effective.
